Good Behaviour Zone to be
introduced for Mansell Street Estate
New measures to tackle anti-social behaviour on the Mansell
Street estate will be in place in early January following a joint
decision by the City of London police and the City of London.
The implementation of the Good Behaviour Zone follows the
introduction of the Portsoken residents Ward Panel, who prioritised
the problem for police to deal with. Officers from Bishopsgate Ward
policing have, through perseverance ensured that this new power is
available to the City of London police
It has been agreed to introduce a Good Behaviour Zone from 7th
January 2008 for an initial period of 3 months, giving police and
Community Support Officers extra powers to deal effectively with
the anti social behaviour that often arises from groups gathering
on the estate. This behaviour would be anything that could result
in a member of the public being intimidated, harassed, alarmed or
distressed. Examples are spitting, shouting, causing damage,
graffiti, taking drugs and drinking alcohol.
If an officer feels that such behaviour results from or is
likely to result from two or more people gathering in a public
place on the estate, they could at their discretion use this power.
Clearly not every gathering would involve anti social behaviour and
therefore in those circumstances this power would not be
used.
Where anti social behaviour does occur, the police can order that
group to disperse and in the case of non-residents to leave the
estate for a period of up to 24 hours. In the case of an
unsupervised young person (under 16) who is out after 9pm on the
estate, an officer can return them to their home.
