With just under just 400 licenced bars, pubs, clubs and
restaurants in the City, the night-time economy is booming, and
bringing with it associated issues such as anti-social behaviour,
parking difficulties and drink driving.
To tackle the negative impact of the Night Time Economy
it has been set as a Safer City Partnership priority because of the
importance of:
- The safety of residents, workers, visitors and tourists
- Crime, disorder and anti-social behaviour
- The operational resources of partners
- The image of the City and its institutions
- The quality of life of residents and workers
- Potential to create an environment for other crime to be
committed.
The associated activities contained within the
Partnership Plan are:
- Set up Night Time Economy Thematic Group
- Alcohol Strategy to be implemented in six areas: Health
Treatment, Health Education, Community Safety, Licensing,
Workplace, Children and Young People.
- Continue to develop information sharing and protocols and to
further develop related targets and measures regarding
alcohol-related problems
- Working closely with the London Ambulance Service (LAS) to
instigate and progress a survey to find out more about the patterns
of those who drink and socialise in the City
- Accredited e-based learning package to be developed with
British Institute of Innkeeping Advisory Board (BIIAB) to provide
key police messages to all staff of licensed premises
- Continue to support the Taxi Marshalling scheme
- Night-time parking services with parking attendants and police
officers – Thurs, Fri and Sat nights – and review Parking
restrictions
- To gather evidence of overcrowding on night buses and to
investigate the possibility of initiating discussions with TfL
regarding some late night buses starting their journey in the City,
eg Liverpool Street Station
- ‘Safer Night Life’ – to develop an event for late-night venues
to disseminate good practice information
- To continue supporting the Safety Thirst Scheme
- Work to improve understanding of the overlap between alcohol
and drugs for the whole city community including the Workplace –
plan information and seminars and make available to City businesses
and the wider City community
- Christmas and summer Safer City Campaigns – continue to include
sensible drinking advice (including drink driving)
- Personal Safety Advice Training – continue to offer sensible
drinking advice within this training for City Companies and also
the link between alcohol and domestic violence
- Brief Interventions in the City – Campaign for the PCT to
allocate sessions for brief interventions at a GP practice in the
City
- Alcohol Conditional Cautioning Scheme – Develop the potential
of a link with Criminal Justice System for conditional cautioning
on attendance at alcohol education
- Alcohol Arrest Referral Pilot Site – Investigate the potential
of becoming a Home Office Pilot site
- Increase the number of City residential units fitted with smoke
alarms from 3176 by 700 by 2010
- Parental Alcohol Misuse – to identify whether there are issues
related to this within City families which impact on City children
and young people
- Proof of Age Scheme – CH&YP to take this to City and
Hackney Local Children Safeguarding Board (LCSGB) to discuss
possibility of their providing this via the City Police for all
young people buying alcohol in the City
- Develop alcohol education programmes for City young people
- Develop links with the Strategic Youth Forum regarding any
additional diversional activities and needs of young people through
survey/consultation among young people, parents, and
professionals.
