Following the Health and Social Care Bill in January 2011, the
City applied for and was accepted as an early implementer of a
health and wellbeing board.
The City has subsequently launched a shadow health and wellbeing
board to support the transition towards a full board Health and
Wellbeing by 2013.
During this time, decisions will be made on the HWB’s scope, sub
groups and how it will continue the work carried out by the now
disbanded Children and Young People’s Strategic Partnership (CYPSP)
and Adult Wellbeing Partnership (AWP). Therefore, the Shadow Health
and Wellbeing Board have agreed that up until 2012, the ongoing
business will be as follows:
- Improving and supporting outcomes for all children, with
particular emphasis on the most vulnerable, by providing a range of
interventions to reduce NEET, recognising and supporting learning
needs and enabling a good awareness and standard of care available
by March 2012.
- Improving and supporting outcomes for all adults in particular
those most vulnerable by supporting independent care and
re-enablement, enabling residents’ participation in shaping of
services increasing links between personal budgets and adult
learning opportunities by developing an Adults Advisory Group by
December 2011.
- Supporting the City’s Communities and Neighbourhoods by
empowering them to shape their environments and tackle local
problems (i.e. Increase volunteering participation) (June 2011),
enable resident management of Portsoken Health & Community
Centre and implementation of new estate facilities at Middlesex
Street by December 2011.
- Providing more affordable housing and assisting to create good
quality living by helping tenants to sustain their tenancies by
July 2012.
- Protecting the community especially the vulnerable by raising
awareness of mental health issues, safeguarding of children and
adults (Sept 2011), developing information, advice and advocacy
strategy (March 2012) and reducing rough sleeping by actively
working towards zero rough sleeping (December 2012).
- Improving the Health and Wellbeing of the Community by
promoting and increasing participation in sport and physical
activity, decreasing alcohol consumption, drug use and related
crime, helping people to quit smoking and by supporting Healthwatch
development to enable fulfilment of duties under health and social
care bill by March 2012.
- Assessing the need for and facilitating the provision of
services to meet the health needs of City workers by January
2011.
- Providing and improving access to quality primary health care
services by March 2012.
