Thames Gateway Water Treatment Plant: impact on Epping
Forest
Background
Thames Water is building a new water treatment plant in Beckton,
on the north bank of the River Thames in the London Borough of
Newham.Thames Water received planning permission for the route in
2005 from the three Local Authorities through which the pipeline
will pass. The appropriate Water Industry Act notices have been
served on landowners and occupiers. These provide Thames Water with
the necessary powers to carry out these works on private land,
including Epping Forest.

Pipeline route
The treated water from the plant will be pumped through a new
pipeline to their reservoir in Woodford via Whipps Cross. The route
affecting Epping Forest starts at Manor Park, along Forest land at
Capel Road, up through Bushwood, under Hollow Ponds near Whipps
Cross, then up to Woodford via the old Rising Sun Pub. It is
anticipated that the main construction works will be complete by
summer 2009.

Epping Forest staff
Epping Forest is managed by over 80
full time and part time staff including Information
Assistants, Forest Conservation Workers, Ecologists, Litter
Pickers, Forest Keepers, Playing Fields Staff, Green Keepers
and Administrative Staff. They all work to the Epping Forest
Management Plan (2004 – 2010) which sets out the main
management tasks and enables us to plan an annual work
programme. The Management Plan is divided into eight sections:
Protection, Resources, Access, Heritage, Trees, Open
Grassland, Wetland and Monitoring.

Epping Forest is patrolled 365 days
a year by Forest Keepers whose role is to assist the public to
enjoy the Forest safely and to protect the Forest from
inappropriate damage or abuse. The Forest Keepers are also
attested constables and enforce the Epping Forest byelaws.
If necessary, this includes prosecuting byelaw infringement
cases in the Magistrates Court. The Forest Keepers patrol the
Forest on foot, horseback, by bicycle, quad bike or vehicle.
