Supporting People


What is Supporting People (SP)?

On April 1 2003 the SP programme was launched nationally by the Office of the Deputy Prime Minister (ODPM). The programme is committed to providing a better quality of life for vulnerable people to live more independently and maintain their tenancies. The programme provides housing related support to prevent problems that can often lead to hospitalisation, institutional care or homelessness, and can help the smooth transition to independent living for those leaving institutional environment.

What is housing related support?

The primary purpose of housing related support is to develop and sustain an individual’s capacity to live independently in their accommodation, eg enabling individuals to access their correct benefit entitlement; ensuring they have the correct skills to maintain a tenancy; advising on home improvements and accessing community service alarm. Other services include a home visit for a short period each week or an on-site full-time support worker for a long period of time.

Supporting People in the City of London

The City of London provides support for about 300 vulnerable people through its SP programme, including young people at risk of homelessness; single homeless (former rough sleepers); people with mental health problems; people with a physical or sensory disability; and older people in sheltered accommodation. Support is provided through the following eight services: 

  • Middle Street - single homeless (former rough sleeper) project
  • Salters’ City Foyer - young people service
  • City of London Tenancy Sustainment Partnership
  • Tudor Rose Court – sheltered scheme
  • Iveagh Court – sheltered scheme
  • Mais House – sheltered scheme
  • Isleden House – sheltered scheme
  • Harman Close – sheltered scheme

In June 2005, the City of London submitted a Five Year Supporting People Plan to the ODPM.
