Gambling Act 2005


The Gambling Act 2005 came into force on 1 September 2007. The Act repealed the Betting,Gaming and Lotteries Act 1963, the Gaming Act 1968 and the Lotteries and Amusement Act 1976.

Two main activities are covered by the Act:

  • Providing facilities for gambling
  • Using premises for gambling

The Act sets out three licensing objectives that are fundamental to the legislation:

  • Preventing gambling from being a source of crime and disorder, being associated with crime or disorder, or being used to support crime.
  • Ensuring that gambling is conducted in a fair and open way.
  • Protecting children and other vulnerable people from being harmed or exploited by gambling.

The Act transferred responsibility for granting gaming and betting permissions from Licensing Justices and granted new powers to licensing authorities relating to the licensing and regulation of premises on which gambling takes place. The City of London in common with all local authorities, is required to produce a statement of licensing principles outlining the manner in which applications for premises will be handled and the matters which must be taken into account.

The City of London Corporation, in compliance with the provisions of the Gambling Act 2005, has produced a statement of licensing principles. The statutory notice and the statement itself are attached below:
