Swiss Re

In December 2007, the Audit Commission issued its report on the 2007 Corporate Assessment of the City of London Corporation. This focused on the local authority services delivered by the City of London, and looked at how the City works corporately, and with its partners, to improve services and deliver improved outcomes for local people. The Commission awarded the City of London an overall rating of 4 - the highest rating available.

In February 2008, the City of London was rated under the Comprehensive Performance Assessment (CPA) as ‘a council that is improving strongly and demonstrating a four-star overall performance’.

The Annual Audit and Inspection letter for the financial year 2006/07, containing a summary of the work of the external auditors, Audit Commission and other inspectors was issued in March 2008.

Best Value places a duty on all local authorities to secure continuous improvement in the way they exercise their functions and deliver the services for which they are responsible. In accordance with this the City of London produces an annual Best Value Performance Plan (the Corporate Plan) by 30 June each year.

The Corporate Plan is our main strategic planning document, providing a framework for the delivery of our services. The Plan is informed by the Community Strategy for the City of London, developed by The City Together, the City’s local strategic partnership, on behalf of the City’s communities. It is a clear statement of our vision, strategic aims and policy priorities for the next three years and also describes how these priorities will be delivered during 2007 / 08 and the performance measures which will demonstrate our achievements. The actions will be updated annually to reflect emerging priorities and will be monitored regularly throughout the year.

The Plan also helps us to rationally consider competing pressures, understand the links between them and to establish a shared understanding amongst Members and officers of the priorities going forward. The aim of the Corporate Plan is to prioritise those areas of activity on which we will focus our attentions over the medium term and therefore by nature of its purpose it will not necessarily cover in detail all of the wide ranging areas of work in which the City of London Corporation is involved. It sets out our key organisational development priorities and details what has been achieved, what is planned and signposts readers to supporting documents for more information.

The plan also includes a review of performance in 2006 / 07, highlighting some of our key achievements during the year and provides a compendium of the City of London’s performance against a range of nationally set and locally defined performance indicators.

The Plan also satisfies the statutory requirement placed on us under the Best Value Regime to produce an annual Best Value Performance Plan by 30 June each year.

The Capital Strategy and Asset Management Plan sets out how the City of London's capital resources contributes to the achievement of its strategic aims and priorities, and details the City of London's approach to property asset management.

City of London Police

The City of London is the police authority for the City of London Police. The City of London Police are also required under Best Value to secure continuous improvement in the way that they exercise their functions and deliver services.

The Annual Policing Plan is published each year by the Police Committee of the City of London. The City of London Police makes a major contribution to the Plan.

The Local policing plan 2005-2008 effectively incorporates three separate plans:

  • The Annual Policing Plan - this gives details of our priorities together with how those priorities will be implemented over the coming year.
  • The Best Value Performance Plan - this covers, amongst other things, details of best value reviews, finance, human resources, and training strategies, together with a summary of Force performance over the previous year; and,
  • The Corporate Plan 2005-2008 - this provides details of our planning and organisational structures, together with our approach to police reform and implementing the requirements of the national policing plan.
