Following extensive consultation and co-operation, a raft of new 20mph speed limit measures will come into force in and around the City of London’s Square Mile business district. All the roads in the Square Mile except for the A3211 between Victoria Embankment and Byward Street, the lanes from this route to the Thames, and the A1210 will be included.
Also included will be two north-south corridors through the City which are run by TfL, which will be subject to an “experimental traffic order” for 18 months while feedback is gathered and effectiveness is monitored. The City of London and Southwark Council have also worked together to introduce a 20mph speed limit along Southwark Bridge on 20 July, meaning that five key river crossings in Central London now have a 20mph speed limit, helping to improve road safety for all.
The creation of more area-wide 20mph speed limits was a key recommendation of the Mayor’s Roads Task Force, helping improve safety perceptions and encouraging pedestrians and cyclists. The 20mph limit is also a key part of the City of London Corporation’s “Road Danger Reduction Plan” to reduce casualties.
The new speed limit is predicted to reduce casualties by around 7% - equal to 30 per year. Alongside the 20mph speed limit, other danger-reduction measures for all street-users include junction redesign, contra-flow cycling, education, enforcement and new pedestrian “countdowns” and traffic light timings. The plan is supported by the Mayor of London and Transport for London (TfL).
Michael Welbank, Chairman of the Planning & Transportation Committee, said: “A 20mph speed limit is a key part of the our Road Danger Reduction Plan and will help to save lives, reduce casualties and create a safer and calmer environment for all the Square Mile’s many and varied users. Whether on foot, in a vehicle or two wheels, we all need to share these streets safely and the 20mph limit will help us to do this, together.”
Leon Daniels, Managing Director of Surface Transport at TfL said: “Reflecting the recommendations of the Mayor's Roads Task Force, TfL is investing significantly in London’s road network, ensuring the capital remains a thriving international city that supports economic growth and provides safe and attractive spaces for everyone. We have long supported 20mph speed limits on borough roads and more than 20 per cent – or more than one km in every five – of all roads in London are now 20mph.
“While some roads in London provide vital arteries for keeping our city moving; others are also important places in their own right and therefore lower speed limits may be more appropriate. Our trials in the City of London will help inform our work and help support the Mayor’s aim to grow cycling, reduce casualties and help people better share the road, making life better for everyone while keeping London moving.”
City of London Police Superintendent Norma Collicott said: “Road safety continues to be highlighted by City residents, workers and visitors as important and reducing the number of people killed or seriously injured on the City’s roads is something the City of London Police is working hard to achieve. Last year, we reduced the number of casualties in the Square Mile and our challenge is to repeat that success. The introduction of the 20 mph speed limit, coupled with continued education and enforcement activities and the other initiatives included in the City of London Corporation’s Road Danger Reduction Plan, is to be welcomed.”

The Mayor and TfL have long supported 20 mph zones in boroughs which choose to implement them through the Local Implementation Plan programme. TfL keeps speed limits under review and will always consider 20mph limits whenever appropriate, for example at Waterloo IMAX roundabout, where we are trialling a 20mph speed limit.
