​The City Property Advisory Team (CPAT) is a unique outward facing service that seeks to support businesses, investors and developers to build, occupy and operate in the Square Mile. We act as a single point of contact in the City Corporation providing timely assistance in areas such as supporting businesses in identifying property options for occupation, unblocking issues relating to utility infrastructure such as power and telecoms and exploring the art of the possible in terms of building fit-out and design.

We have a deep understanding of the development process and can assist with planning issues, rights to light and licensing issues. Our remit is to enable, facilitate and influence on your behalf whether you are a business, developer, agent or other property professional. All of our services are provided on a free of charge basis.

Meet the team

Simon McGinn, CPAT Manager

Simon heads up the CPAT team, reporting directly to the City Surveyor and Director of the Built Environment and is the strategic lead on large-scale developments, providing high-level assistance on complex development issues including guidance relating to the use of compulsory purchase and rights to light powers. He works in close partnership with the Built Environment teams to explore the art of the possible in terms of office fit-out and design and acts as the voice of the property industry in shaping the Corporation’s Planning policies. Simon also oversees the running of the City Centre and the Cheapside Business Alliance. With extensive knowledge and experience of the City property sector, Simon can advise on development and inward investment opportunities.

Steven Bage, Strategic Infrastrucure Advisor

Steve is our strategic infrastructure advisor who works as a conduit between businesses, developers and utilities providers at both a local and strategic level. Steve is responsible for our Gigabit City strategy which will ensure the City becomes one of the world’s most well connected business districts. Steve can advise businesses and developers on a range of infrastructure issues and has high-level strategic contacts within UKPN, Thames Water, BT and other service providers.

Linzi Clark, Business Liaison Manager

Linzi supports the City’s large occupiers through regular one-to-one meetings and provides a single point of access into the Corporation for the resolution of property-related issues. As part of the contact programme, she also provides updates on the wider City offer including: major infrastructure projects, security and future office developments. Linzi also oversees the department’s marketing activity including our participation at MIPIM, The London Real Estate Forum and MIPIM UK.

Sean Jordan, Planning and Projects Officer

Sean works with developers and property professionals to identify development potential, assist with site assembly and help to resolve third party Planning and Built Environment interests. He regularly meets with developers, investors, and planning consultants seeking to deliver new and refurbished schemes in the City through our dedicated contact programme. Sean also gathers intelligence on future development activity in the form of City Agents commentaries and the development tracker map.

Jacqueline Watson, Business Liaison Assistant

Jacque supports small and medium sized enterprises (SMEs) to set up and operate in the City through our dedicated business contact programme. She helps resolve property related issues and provides guidance on future property requirements. Jacque also gathers intelligence on serviced office space and affordable workspace provision in the City.
