​This page provides information about archived plans, which no longer form part of the adopted development plan for the City of London but may be of interest.

Core Strategy and Supplementary Planning Documents

​The Core Strategy was adopted in September 2011. It was carried forward (with alterations) into the Local Plan, which superseded it in January 2015.

The Golden Lane Estate Listed Building Management Guidelines were adopted as a supplementary planning document (SPD) in 2007. It was reviewed and replaced by a revised SPD in 2014.

Unitary Development Plan 2002

​The Unitary Development Plan was adopted in April 2002.

In September 2007 the Secretary of State made an order "saving" the UDP and cancelling some of its policies.

Further polices lapsed upon the adoption of the Core Strategy in September 2011.  In the downloadable version of the UDP above, the 55 policies that remained in force after September 2011 are shown in heavy type and the lapsed policies on faint type. These policies remained in force until the adoption of the Local Plan in January 2015.

Supplementary Planning Guidance

The UDP was accompanied by Supplementary Planning Guidance (SPG) which explained some of its policies in more detail. The SPG has been cancelled and can be downloaded here:

Planning obligations SPG 2004

The Riverside Appraisal SPG 2002 was superseded by the Thames Strategy SPD adopted in June 2015.

Unitary Development Plan 1994

​The City's first UDP was adopted in March 1994, and is available to inspect on request.

Earlier Development Plans

​The following statutory development were in force in the City before the adoption of the UDP.

Administrative County of London Development Plan 1951 

This plan was prepared by the former London County Council. It applied to the whole of the then County of London, including the City. It was reviewed and updated in 1962. (The plan was also referred to as the Initial Development Plan - IDP). It remained in force within the City until superseded upon the adoption  of the Smithfield District Plan in 1981 and the City of London Local Plan in 1989 (See below).

Greater London Development Plan (GLDP) 1976 

The GLDP was prepared by the former Greater London Council and applied to the whole of Greater London, including the City. The GLDP was a structure plan, operating at a strategic level, and so did not replace the County of London Plan, but operated in conjunction with it. The GLDP was adopted in July 1976 and continued force until 1986.

Smithfield District Plan 1981 

Prepared by the City of London Corporation, this plan applied to the Smithfield area in the north-west of the City. It remained in force until the adoption of the Unitary Development Plan in 1994.

City of London Local Plan 1989

Prepared by the City of London Corporation and adopted in January 1989, this plan applied to the whole of the City except the Smithfield area. It remained in force until the adoption of the Unitary Development Plan in 1994.
