Whole lifecycle carbon optioneering planning advice note consultation
To enable the Square Mile to reach net zero by 2040, a new development proposal needs to minimise all carbon emissions – whether they come from running the building, or the carbon embodied in the building itself. We have developed a Whole Lifecycle Carbon Optioneering Planning Advice Note (WLC PAN) to help achieve this.
The PAN sets out how a proposal for a new development should go through an ‘optioneering’ exercise. The assessment looks at different types of refurbishment that retain existing fabric, as well as a more substantial redevelopment of the site, involving demolition. The WLC PAN standardises the facts and figures that will need to be submitted with a planning proposal – including a dashboard to easily show how the options compare.
We want to hear from our communities, businesses, developers and other stakeholders about this guidance to reduce carbon footprints in our built environment. All representations will be considered before we adopt the WLC PAN and should be sent to:
