Heat Network Zone Boundary Consultation
The City of London Corporation is supporting a phased delivery of heat networks across the Square Mile, where they can provide the lowest cost solution to decarbonise heat for buildings.

Preparing for Heat Network Zoning
The UK Government plans to introduce Heat Network Zoning Regulations in 2026, with the ambition that at least a fifth of UK heat will come from heat networks by 2050. Around 3% of UK heat demand is currently supplied by heat networks.
Heat network zoning is the process of identifying and designating areas as heat network zones and then developing heat networks within them. Designating an area as a heat network zone means that the Heat Network Zoning Regulations will apply within that area. Zoning designates areas where heat networks are expected to provide the lowest-cost, low-carbon heating solution.
Identification of heat network zones across England is evaluated using a National Zoning Model - a data-led spatial energy model developed by the UK Government’s Department for Energy Security and Net Zero.
The City of London has been identified as a potential heat network zone.
The City of London Corporation is seeking to designate the whole of the local authority area as a heat network zone and is holding a public consultation to gather feedback on the proposed zone boundary.

The buildings list does not confirm any requirement to connect; any future connection obligations would be subject to designation decisions, regulations and the exemptions process.

The consultation is open from 29 June to 12 August 2026.
