Representations, Complaints or Reviews
Representations
You can object to or support the issuance of a licence by making a representation in writing to us by email. Your representation must be relevant and must be made under the licensing objectives. You can not make a representation against a temporary events notice.
You must include your full name and postal address to make a representation. This information will be shared with the applicant, as required by the Licensing Act 2003.
You must link your representation to the licensing objectives for your representation to be deemed relevant, and your representation must be evidence based.
You may also wish to read City of London's Statement of Licensing Policy as this document outlines the issues we will consider in respect of applications that have received relevant representations.
Help with making a representation
Making a representation can be daunting, and a representation must pass a number of tests for it to be considered relevant. A representation is “relevant” if it relates to the likely effect of the grant of the licence on the promotion of at least one of the licensing objectives.
We can help you by providing tailored advice and guidance to translate your concerns into a relevant representation.
If you would like help, advice or guidance to make a representation please contact us by email and one of our licensing officers will be in touch to assist you.
Complaints
You can make a complaint about a licensed premises or the effect of a particular licensed premises by submitting a contact form. We will review your complaint and investigate the licensed premises as appropriate. Our approach to enforcement is detailed in our enforcement policy.
Reviews
At any stage after a premises licence or club premises certificate has been granted, a responsible authority or any other person may apply to the licensing authority for a review of that licence or certificate if problems are occurring.
You must make an review application in writing, and must relate it to one or more of the licensing objectives. You must include the full names and addresses of all applicants.
Apply by email
You can submit an electronic review application by email to the licensing team.
Reviews that are submitted via electronic means are considered given when we have received the form and all supporting documentation in an accessible and legible format.
